Amber Fowler, MD

Dr. Amber Fowler is a board certified dermatologist, a member of the American Academy of Dermatology and a member of the American Society for Mohs Surgery. In addition, she has received many honors and awards during her academic and professional career.

Dr. Fowler graduated from University of Washington, cum laude; and from the Medical College of Wisconsin. She served her residency at the University of Michigan.

A native of Skagit Valley, Dr. Fowler graduated from Anacortes High School. As a local resident, Dr. Fowler thoroughly enjoys the opportunity to help community members look and feel their best.

Laurie Jacobson, MD, Mohs Surgeon

Dr. Laurie Jacobson, MD is a board-certified dermatologist and fellowship-trained Mohs micrographic skin cancer surgeon. She specializes in Mohs micrographic skin surgery, dermatologic and laser surgery, and skin cancer surveillance. After graduating with distinction from the University of Michigan, Dr. Jacobson received her medical degree from the University of Illinois at Chicago. She then completed a residency in dermatology at Case Western Reserve University where she was selected to be chief resident and received a Women's Dermatologic Society Scholarship.

Dr. Jacobson spent an additional year following residency completing a Mohs fellowship during which time she completed over one thousand Mohs surgery cases at the Laser & Skin Surgery Center of New York in New York City. She is a member of the ACMS (American College of Mohs Surgery), AAD (American Academy of Dermatology), ASDS (American Society of Dermatological Surgery), and the ASLMS (American Society of Lasers and Medicine in Surgery). She has lectured nationally, authored textbook chapters in Cancer of the Skin and Mohs Micrographic Surgery, and published widely in peer-reviewed journals. Dr. Jacobson serves as a contributing editor for the peer-reviewed journal Dermatologic Surgery and is an active member of the Skin Cancer Foundation. She has been featured on the news discussing the importance of skin cancer screenings and sun protection.

Joy Makdisi, MD, Mohs Surgeon

Joy Makdisi, MD is a board certified dermatologist and fellowship-trained Mohs surgeon. She graduated with honors from the University of California at Berkeley with a B.S. in Bioengineering and then attended the Albert Einstein College of Medicine in New York, graduating with a Distinction in Research.

Dr. Makdisi completed an intern year in Internal Medicine at Beth Israel Deaconess Medical Center/Harvard Medical School, prior to her dermatology residency at the University of California at Irvine, after which she completed her fellowship in Mohs Micrographic Surgery and Dermatologic Oncology at the University of British Columbia. She has won numerous research and other awards, including the Dean’s Recognition Award from the Albert Einstein College of Medicine. She has published 21 papers in well-respected, peer-reviewed journals and is the author of three book chapters.

Dr. Makdisi is an Associate of the American College of Mohs Surgery, the American Academy of Dermatology and the American Society for Dermatologic Surgery and has served on the board of directors of the California Society of Dermatology.

In her spare time, Dr. Makdisi enjoys hiking, camping, and cycling, and spending time with family and friends.

Ting-Lin Yang, MD, PhD

Dr. Yang is a board-certified dermatologist specializing in medical dermatology. She grew up in White Rock, British Columbia, and received her Honors Bachelor of Science from the University of British Columbia. Dr. Yang received her MD with honors (Alpha Omega Alpha) and her PhD in Cellular and Molecular Biology from the University of Pennsylvania, and completed her dermatology residency at the Washington University in St. Louis. Her postdoctoral research fellowship at the WashU Center for the Study of Itch focused on the neuroimmunology of itch in skin conditions such as atopic dermatitis and pruritus.

Dr. Yang has won many prestigious awards, including the Dermatologist Investigator Research Fellowship award from the Dermatology Foundation and the Doctoral Research Award from the Canadian Institutes of Health Research, and has published scientific articles in top-tier journals such as Cell, Science Translational Medicine, and Nature Communications. Dr. Yang is passionate about using her training as a physician scientist to pro vide cutting-edge, evidence based, effective and compassionate care for her community.

Dr. Yang is excited to return to the Pacific Northwest and get back to enjoying all that the region has to offer, including hiking, mountain biking, boating, great food and coffee.

Ali Marzooq, MD

Dr. Marzooq is a passionate, board-certified dermatologist who has helped thousands of patients with their skin. He completed three medical residencies, including two for dermatology and one in internal medicine residency, and is happy to be in the Pacific Northwest after years in the scorching heat of Phoenix, Houston, and Baghdad, Iraq. The move brought him closer to family, cooler temperatures, and a much greener landscape, which he loves. 
 
With years of education and life-experience, Dr. Marzooq can efficiently diagnose skin conditions, and in particular, the various skin cancers on a variety of skin tones. And, he can do so with empathy and understanding- in two languages. He is fluent in English and in Arabic, and a smattering of French as well.
 
Dr. Marzooq prides himself on working with every person with an open mind and open heart. Through much of his residency programs, he worked with underserved communities such as homeless, HIV+, LGBTQ, impoverished, and those in war-torn regions of the world.

Masha Mobbley, NP-C


Masha Mobbley is a Board-Certified Nurse Practitioner with specialized training in Dermatology, with over 20 years of experience.


She lived in Russia until age 24, where she attended medical school. She graduated from the University of Arizona with dual degrees in Microbiology and Nursing, and obtained her Nurse Practitioner degree from the University of Phoenix with honors. She has received additional training in injectable cosmetic dermatology.

each of her patients. 


Masha and her husband recently relocated to Ferndale from Tucson Arizona. They have one child, and both like to play golf and poker. They also enjoy travel, cooking, kayaking, biking, and fishing.

Masha Mobley, NP-C

Jonathan Turowski, ARNP



Jonathan Turowski, ARNP earned a Masters of Science in Nursing at Daemen College in Amherst, New York, and has worked in dermatology both as a Nurse Practitioner and a Registered Nurse for over 10 years.


Jonathan is passionate about treating autoimmune diseases, acne, men’s hair loss, skin cancer identification and management, along with other common dermatological ailments. He advocates for patients by providing disease education and therapeutic goals. Jonathan’s down-to-earth style eliminates medical jargon and ensures that patients feel heard.


Jonathan moved from Buffalo, New York and now lives in Skagit Valley with his wife and their cat, Yoshi. He enjoys hiking, spending time with his wife and friends playing board games, exploring the Pacific Northwest and traveling the world.


Jonathan sees patients in Bellingham and Mt. Vernon.

Scott Taylor, PA-C


Scott Taylor is excited to join Rosario Skin Clinic as their newest Physician Assistant. 

Scott earned his Masters of Science in Physician Assistant Studies from LeMoyne College in Syracuse, NY in 2009 and has been working in Dermatology since 2011 with a special focus in surgical and general dermatology. 

He is particularly passionate about patient counseling in a wide variety of dermatological conditions from eczema, acne, and psoriasis to skin cancer identification and prevention. “Once a patient better understands their skin condition, they are provided the tools needed to approach their treatment intuitively.” 

Scott is an active member of the American Academy of Physician Assistants and Society of Dermatology Physician Assistants and is an SDPA Diplomate Fellowship Enrollee. In his spare time, Scott enjoys cooking, traveling the world with his wife and enjoying the great outdoors of Washington state.

Nic Elizondo, PA-C

Nicolas Elizondo is a native Texan, who grew up visiting family and friends in the Pacific Northwest. He completed his undergraduate studies at The University of Texas at Austin. During his undergraduate years, Nick developed a health and wellness company which he operated for close to 10 years, specializing in weight management, nutrition counseling, and long distance endurance racing.
 
Following his time in Austin, Nick moved with his family to Atlanta, Georgia to attend Emory University School of Medicine’s Physician Assistant Program. He served as a Clinic Coordinator for The Good Samaritan Health Center, a clinic providing medical services at little cost to Atlanta’s under privileged and uninsured. Nick graduated from Emory University with High Honors.
 
He is a member of the American Academy of Physician Assistants and Society of Dermatology Physician Assistants.
 
Nick loves dermatology, but most of all he loves people. He is a fluent Spanish speaker and welcomes the opportunity to meet and serve you.
 
 Outside of clinic, Nick enjoys swimming, mountaineering, weight lifting, and island hopping (a combination of cycling and ferry riding) in the San Juans. He lives in Anacortes with his wife and three young children.

Nic Elizondo Rosario skin clinic

Rachel Parine, PA-C

Rachel Parine, PA-C is a graduate of Western Washington University in Bellingham, where she received a Bachelor of Science degree. She subsequently earned a Master’s Degree from Rocky Mountain College in Billings, Montana.


Rachel has been practicing since 2011 and has experience in both inpatient and outpatient settings, including over six years with a Mohs practice in Seattle. Her interest in dermatology began at a young age and she is passionate about providing excellent care to her patients and educating them about their condition and treatment options.


She is a fellow in the American Academy of Physician Assistants, the Washington Academy of Physician Assistants, and the Society of Dermatology Physician Assistants (SDPA). She is currently enrolled in the SDPA Diplomate Fellowship program and has a passion for early detection and treatment of skin cancer, with advanced training in the use of dermoscopy during skin exams.
